The decision to decline the points meant that that the game was over. BUT it may not have been the right one. The 4th down conversion attempt was very close, and came under review after the penalty was called. I'm not sure if Harbaugh considered that the play could be called a first down - or whether his team upstairs had already seen replays, which we fans hadn't. Had Harbaugh taken the points, the Seahawks would have had to create an odd free-kick onside kick score a touchdown, then kick an onside kick and score a field goal, all in under 2 minutes. Possible, but not likely, and probably less likely then the play being called a first down on further review - in a game where officials were making up the rules as it went along.
