This is likely playing out exactly as Harbaugh wants... confusing for the the opposition. What we know? Smith, even if cleared to play, is cleared to practice (and according to Dr. John York, means that at the moment he is symptom free - not sure how accurate that is either) but is not ready to take a hit or the team feels no reason to expose him to the risk of taking a hit.
